What do you need for developing Android apps on Windows?

First of all you need Android Studio and for Windows you can download Android Studio 3.0 here. Of course you need to accept the license terms.

Deploying a Universal Windows Project to Lumia 950

We will be using the Lumia 950 as the connected device and it has been set to Developer Mode as described earlier. We start with the HelloWorld Universal Windows Project(UWP) that has been tested to run without errors on the Local Machine as described here. Open the project in Visual Studio 2017 as shown.
